New Marquette University Animal Care and Use Program Policies
- March 1, 2013 - Implementation of the Updated AVMA Guidelines for the Euthanasia of Animals: 2013 Edition
- Implementation of the American Veterinary Medical Association (AVMA) Guidelines for the Euthanasia of Animals: 2013 Edition has been published in the NIH Guide for Grants and Contracts on March 1, 2013, NOT-OD-13-048. This Notice provides guidance to Public Health Service (PHS) awardee institutions on implementation of the 2013 Guidelines.
- OLAW encourages PHS-Assured institutions to begin using the 2013 Guidelines when reviewing research projects as soon as possible, and expects full implementation after September 1 ,2013. Previously approved projects undergoing continuing review according to PHS policy, IV.C.5., which requires a complete de novo review at least once every 3 years, must be reviewed using the 2013 Guidelines after September 1, 2013.
- In January 2013, the USDA amended section 2.38 (Miscellaneous) of the Animal Welfare Regulations to include the requirement that research facilities develop and implement a contingency (disaster) plan. This plan must "provide for the humane handling, treatment, transportation, housing, and care" of an institution's research animals in the event of an emergency or disaster that could be detrimental to the health or wellbeing of the animals. This plan must:
- Identify the potential threats that the facility is most likely to face (HVAC failure, power outage, flooding, etc.)
- Outline the specific tasks that will be performed in the event of an emergency (animal evacuation, providing back-up sources of feed and water, veterinary care, etc.)
- Detail the chain of command within the institution of who will be responsible for fulfilling the tasks, and
- Describe how the response and recovery from the disaster will be handled with regards to materials, resources, and training required.
- This plan must be reviewed by the research facility annually, and available to USDA inspectors. In addition, staff must be trained on the plan, and this training must be documented. For institutions that are currently registered with the USDA, this plan must be in place by July 29, 2013.
- In January 2012, the National Institutes of Health mandated the 8th Edition of The Guide for the Care & Use of Laboratory Animals (the GUIDE) as the primary reference resource for animal programs receiving federal funds. The Marquette University IACUC committee has completed a review of the 8th Edition of the Guide and is adjusting, enhancing, and/or modifying current policies to match the new requirements from the NIH. There are several changes which are of interest to the Marquette University animal care and use community. These modified or enhanced policies include:
- Rodent Breeding Housing
- The use of Non-Pharmaceutical-grade compounds
- Food-Fluid restriction studies
- Operative and post-operative record keeping and care procedures
- Unexpected outcome reporting to the IACUC
- Training records for staff that will be conducting surgery and/or physical method of euthanasia
- IACUC performing a harm-benefit analysis on all protocols that are USDA category E
