
The
U.S. Department of Homeland Security issues national security threat alerts using a five-color system. Each alert has a corresponding response at Marquette.

Alert levels: Normal security conditions at Marquette
Routine security measures designed to defeat the criminal activities are maintained. In addition, the following measures are also taken:
- Ensure accountability of issued access cards and/or keys.
- Secure and regularly inspect all buildings, rooms and storage areas, especially those not in regular use.
- Work closely with local law enforcement agencies and state agencies to monitor the threat to students, faculty and staff. Notify local law enforcement agencies concerning security conditions on campus.
- Throughout each duty shift, Public Safety officers will frequently inspect the interior and exterior of buildings for suspicious activity or packages, signs of tampering, violations of university policies and criminal activity or signs of mechanical problems, and ensure that only authorized personnel are on university property, especially during non-business hours.
- Monitor vulnerable areas by closed-circuit television equipment.
- Perform routine Crime Prevention Through Environmental Design (lighting and landscape surveys) annually.
- Crime prevention information and safety alerts will be disseminated through educational programs, the Awareness newsletter, Public Safety’s Safety Resource Guide, university communication and flyers as appropriate.
- Remind all employees to report the following to Public Safety: Suspicious personnel loitering in and around buildings or areas who do not appear to be conducting legitimate business, suspicious personnel loitering in and around parked cars on the street or in parking lots, abandoned parcels or backpacks in and around buildings, unidentified vehicles parked or operated in a suspicious manner on or in the vicinity of the university and suspicious or unusual mail.
- Review all plans, policies and procedures to implement in the event that the security condition is raised.
Orange alert level: High security conditions at Marquette University
In addition to previous measures, Public Safety will implement the following increased measures:
- Secure all buildings, rooms and storage areas not in use.
- Coordinate with Facility Services to ensure immediate response to lighting concerns around campus.
- Review security surveys of all vulnerable areas.
- Review all plans, policies and procedures for emergency evacuation of all buildings.
- Provide additional security at all high profile events, such as men’s basketball games at the Bradley Center.
- With the assistance of the Office of Public Affairs, establish connections with other departments and offices to answer student/parent questions and concerns.
- Provide information to all students and employees. Warnings and alerts will be disseminated through high-level academic and administrative personnel and university communication as appropriate.
- Inform appropriate departments to inspect all deliveries to cafeterias and other common-use facilities to identify suspicious packages.
- Inform Mail Services to ensure inspection of all incoming mail and parcels for explosive materials and biological/chemical hazardous materials.
- Throughout each duty shift, Public Safety officers will increase inspection of the interior and exterior of vulnerable buildings and areas such as areas and buildings with high concentration of people, including but not limited to, the Alumni Memorial Union, the Weasler Auditorium, all residence halls and apartments, and all libraries, as well as areas of concern including O’Hara Hall, all laboratories, science buildings, maintenance facilities, technology centers, and all parking areas near buildings.
- Implement stricter parking restrictions.
- Review all plans, policies and procedures to implement in the event that the security condition is raised.
Red alert level: Severe security conditions at Marquette University
In addition to previous measures, Public Safety will implement the following increased measures:
- Increase the frequency of information to all students, faculty and staff as appropriate.
- Warnings and alerts will be disseminated through high-level academic and administrative personnel, university communication and through personal distribution of appropriate educational material.
- Move automobiles and objects such as trash containers and crates away from buildings.
- Coordinate with Facility Services to regularly inspect all air handling systems.
- Station Public Safety officers at vulnerable areas or buildings during business hours.
- Ensure vulnerable buildings are monitored by Public Safety closed-circuit television equipment.
- Maintain strict hours of operation for specific buildings. Heavily restrict after-hours access to all areas of campus.
- Remind all employees to report the following to Public Safety: Suspicious individuals, particularly those carrying suitcases or other containers, or those observing, photographing or asking questions about security practices; persons requesting sensitive information; and, abandoned parcels, backpacks or suitcases.
- Keep faculty and staff involved in implementing contingency plans and procedures.
- Key building personnel should be able to seal off an area immediately.
- Key building personnel should assist officers in the regular inspection of the interior and exterior of vulnerable buildings and areas.
- Require all visitors to register with the receptionist in vulnerable areas.
- Perform strict inspections of Public Safety vehicles, including LIMOs, prior to each shift.
- Examine security needs of valuable items on campus (Haggerty Museum of Art, archival material, etc.) and determine if items should be moved or stored in an alternative location.
- Coordinate with local law enforcement authorities (Milwaukee Police Department, Milwaukee County Sheriff’s Department and the FBI) and other agencies (Red Cross, Sinai Hospital, etc.) regarding local efforts and concerns.
